a winter on a 2kW panel heater
One small unit warms it in January and cools it in July. Your panel heater does half the job for three times the money.

Summer gets the opposite treatment: window film stuck up in May, a desk fan pushing warm air from one side of the room to the other. Outside, the year swings. Inside the garden office, so does the temperature.

An oil-filled radiator, a fan heater and a panel heater all cost the same to run. Every plug-in heater turns one unit of electricity into one unit of heat, no more. A heat pump moves three or four units of heat for that same one unit of electricity. You won't find that sum on a heater's box.
In July it carries the heat back out instead of bringing it in. The room you built to work in keeps working through August. No panel heater, oil radiator or fan can do that, at any price.
A compact outdoor unit sits beside or behind the office, out of the way. A slim unit inside goes wherever suits the room, not wherever the pipework is easiest. Most garden offices are done well within a day.
